Task Force

The WV Early Childhood Planning Task Force was created by Governor Tomblin in May 2013 by Executive Order No. 5-13. He charged the group with producing a Development Plan for Early Childhood in West Virginia. The plan will define the components, priorities and costs of a quality early childhood system and strategies for its implementation and governance. The Task Force is partnering with the WV Early Childhood Advisory Council in this effort.

More than 1,200 West Virginians participated in study groups, forums and surveys in 2013. The Task Force members considered the public input and other research at their retreat in November. The Task Force released its Phase I Findings and Recommentations in January 2014, which served as the foundation for the Development Plan.

In order to fully address financing and implementation issues, Governor Tomblin extended the time frame for the planning process. The Task Force submitted its final Development Plan in December 2014. The Task Force is grateful to the Claude Worthington Benedum Foundation and other funders for their generous support.
